Daniel Seiner – Chief Executive Officer


With over 20 years of experience in the telecom sector, Daniel Seiner advised companies in the telecom space as well as previously served as CEO of Torrecom. Prior to joining Torres Unidas, Mr. Seiner served as Head of Emerging Markets Investment Banking at Ladenburg Thalmann & Co. and as Head of Latin American Telecommunications Investment Banking at JP Morgan in New York.



Estrella Zaharia - Chief Operation Officer / Fiber Business Unit


Estrella Zaharia is a diversified executive with over 20 years of experience leading multi-national organizations. Prior to her tenure at ATP, Ms. Zaharia was Vice President Operations for Gilat Latin America and COO for Azteca Communications Colombia and Peru for Grupo Salinas. Ms. Zaharia has successfully built some of the largest telecommunications networks in Latin America. She has served as Deputy Director at the Department of Development & Public Relations of the Hebrew University of Jerusalem, acting as the liaison for the Israel Foreign Affairs and the Latin America Consulates in Israel. Ms. Zaharia has a wide range of professional experience, both in public and private sector positions, specializing in bringing new products and services to un-served or developing nations.



Milton Castillo - Chief Financial Officer


Milton has over 25 years of experience in Accounting and Finance, including Auditing, Budgeting and Forecasting, Capital Markets, Corporate and Investment Finance, Mergers and Acquisitions, SEC Reporting, and Strategic Planning.

Before joining ATP, Milton served as the Chief Financial officer of N3, LLC, where he was responsible for the financial and risk management operations of the technology services company. Before joining N3, LLC, Milton served as the Senior Vice President of Business Affairs and Chief Financial Officer of the University of Arizona, where he was responsible for all of the business and finance operations. Milton began his career at Arthur Andersen & Co.

Milton is a graduate of Emory University and has been a licensed Certified Public Accountant since 1992. He currently holds active licenses in Arizona and Georgia, and is a member of the American Institute of Certified Public Accountants.



Gabriel Musso – Vice President, Legal


Gabriel is a lawyer specialized in Corporate Law, Mergers & Acquisitions and Finance. He has experience in M&A transactions, public and private debt and equity offerings, concession processes for infrastructure and public utility projects and, in general, corporate transactions. Before joining Torres Unidas, Gabriel worked as Senior Associate at Rubio Leguia Normand, International Lawyer of the New York office of Cleary Gottlieb Steen & Hamilton LLP and lawyer at the Tax and Legal Services office of PricewaterhouseCoopers in Lima.



Louis De Oliveira - Chief Operating Officer


Louis is responsible for the leadership and general management of the company’s operations. Prior to joining Torres Unidas, Louis served as Tech Data Corporation’s Vice President and General Manager, responsible for the strategic direction and growth in Latin American and the Caribbean. Louis has held various leadership positions in IT distribution and management consulting in Europe and the Americas and financial consulting in South Africa. Louis received his bachelor’s degree in Business Management from the University of Phoenix, a management diploma from the Insead Business school in Fontainebleau, France and various banking certificates from ABSA, South Africa.



Sergio Regueros – VP Commercial


Sergio Regueros is the VP Commercial for ATP. An accomplished CEO with over 20 years business experience in the telecommunications and media sectors, he has led integrated telecommunications companies both at the country and headquarters levels, with experience in different cultural and business environments.
Prior to ATP, Sergio Regueros founded Axcellnet SAS, a company focused in helping Mobile Network Operators to overcome the challenges of network densification and the opposition to traditional cellular infrastructure with pleasant looking and urban friendly solutions that blend in the city landscape. Sergio Regueros served as a senior executive at Telefonica de España for 10 years, where he was the CEO of Telefonica Moviles Colombia; the Director of Mobile Services Northern Region, overseeing Mexico, Central America, Venezuela, Ecuador and Peru. Before joining Telefonica de España, Sergio was the VP International Operations Central America and CEO of BellSouth Nicaragua at BellSouth International. In Colombia, he was Deputy Minister of Communications and held other positions in the MINTIC.

He holds a degree in Law from Universidad Externado de Colombia, a Masters in Public Law from Universidad Nacional de Colombia and an MBA from MIT.
